The Ministry of Finance of the Republic of Croatia, based on the Regulation on the Implementation of the Technical Aspects of the Establishment and Application of the Tobacco Products Traceability System (NN 61/2018), has appointed the Agency for Commercial Activities Ltd. as the legal entity responsible for generating and issuing unique identification marks in the Republic of Croatia.
Based on the Regulation on the Amendment of the Regulation on the Implementation of the Technical Aspects of the Establishment and Application of the Tobacco Products Traceability System (NN, number 110/2018), the Ministry of Finance applied the exemption prescribed in Article 4, paragraph 1 of Commission Implementing Regulation 2018/574 on technical standards for the establishment and operation of the tobacco products traceability system. Therefore, AKD Ltd. is responsible for issuing unique codes for tobacco products placed on the market of the Republic of Croatia.
Key features of the traceability system, as prescribed by Implementing Regulation 2018/574:

All unit packs of tobacco products produced in the EU, intended for the EU market, or placed on the EU market, must be marked with a unique identification mark (which will include previously defined information about the place and date of manufacture, destination, etc.).

Their movement must be recorded throughout the entire supply chain (from the manufacturer to the last level before the first retail outlet).

Information about recorded movements will be stored by independent data storage service providers (with whom manufacturers and importers of tobacco products must sign a contract that must be approved by the Commission), and the data will be available to the authorities (Member States and the Commission) for enforcement purposes.
In this way, the traceability system will allow monitoring of the movement of legal tobacco products and enable public authorities to determine when the product is diverted to the illegal market or vice versa (detection).
The application of the regulation came into effect on May 20, 2019.
