Agencija za komercijalnu djelatnost proizvodno, uslužno i trgovačko d.o.o. is a company of special interest for the Republic of Croatia, which provides qualified certificate issuance services, and is also a legal entity authorized to perform the issuance of qualified certificates to Croatian citizens on the electronic personal identity card.
AKD began its specialist role as a producer of personal documents and highly protected printed materials in 1991. On July 3, by a decision of the Commercial Court in Zagreb, “Agencija za komercijalnu djelatnost” d.o.o. (AKD) was founded with one founder – the Ministry of the Interior's Educational Center. As the technical and professional starting point for its activities, AKD relied on the Ministry of the Interior’s printing house, and additional strength was gained by merging with the then "Štamparski zavod Ognjen Prica," thus ensuring the necessary infrastructure, technical equipment, and expert personnel.
For the Republic of Croatia, which achieved its long-awaited independence on October 8, 1991, the issuance of personal identification documents for Croatian citizens became an important indicator of independence, territorial unity, and sovereignty among the peoples and states of Europe and the world.
The first copy of the Croatian passport with blue hard covers and serial number 0001 was produced by AKD for the first president, Dr. Franjo Tuđman, and already at the end of June 1991, official production and issuance of the first travel document of the Republic of Croatia began.
To the layperson, it may have seemed like just ordinary paper “decorated” with the available protection elements of the time, but in three decades, it evolved from a simple creation to the development of expert knowledge in the highly specialized field of producing multifunctional electronic personal documents.
The first Croatian coins were minted precisely at AKD, which owned the Croatian Mint until 2020.
Today, AKD develops modern IT solutions in the field of digital identities and security, advanced traceability systems, and also develops solutions for business process transformation in the transport sector while providing services to the banking sector and the fintech industry. The company is listed as a trust service provider by the European Commission and supplies its products and services to 17 foreign markets.
As a qualified trust service provider, AKD carries the recognizable lock symbol, which is used in the member states of the European Union and the European Economic Area to mark providers who meet the highest security and technical standards.
The EU Trust Mark guarantees users the security and high quality of services and the execution of electronic transactions, as well as the status of a qualified trust service provider in accordance with the rules of the eIDAS Regulation. The European Commission publishes an official list of trust service providers, giving citizens access to national lists of reliable service providers. Under the EU Trust Mark, AKD is certified to provide electronic signature, electronic seal, and timestamp services.
